Note: For foreign documents, consular legalization is required (except in cases where legalization is exempted). Consular legalization means that the document must be certified/stamped by the diplomatic/foreign ministry of the issuing country and legalized by the Vietnamese Embassy in the issuing country.
A Vietnamese criminal record can be obtained from the Department of Justice where the foreigner is temporarily residing and must be certified with a temporary residence certificate at the residence in that Province/City.
